Since 2006, Barrow has been presenting excerpts from this independent archive in a series of international presentations. Since these initial presentations, Barrow has continued researching, collecting footage and has become a touchstone of sorts for community access creators who want their work archived, remembered and reexamined as media artworks. 

When SHAW Cable purchased Winnipeg’s local cable station VPW, rumor circulated that they had destroyed the public access television archives and were systematically dismantling the public access services. Shortly thereafter, artist Daniel Barrow began researching, compiling and archiving a history of independently produced television in Winnipeg, Manitoba.

In the late 70s and throughout the 80s, Winnipeg experienced a golden age of public access television. Anyone with a creative dream, concept or politic would be endowed with airtime and professional production services. Winnipeg Babysitter traces unique vignettes from a brief synapse in broadcasting history when Winnipeg cable companies were mandated to provide public access as a condition of their license. Because the archives were destroyed, programs could only be found in the VHS collections of the original producers, television collectors, fans and enthusiasts. Winnipeg Babysitter is an archival project that restores a previously lost history.

What is Home use?

The Home Use DVD is meant for private, home viewing only for individuals, including home schooling for up to 8 people. This DVD is not meant to be screened in front of a large group in a workshop, classroom or community setting. Please see the other use types if you wish to screen it publicly.

Any form of copying or altering of the format purchased is not permitted.

What is Community use?

This DVD is designed for non-profit and small community groups wishing to screen the film for free in an educational setting to groups of 50 people maximum.

This DVD is priced to accommodate library borrowing and educational screenings within a single library, school, small office, or hospital.

Circulating outside the organization, institution, or office or to donate programs to other organizations or institutions are not included or permitted under this sale except for home borrowing at public libraries. Any form of copying or altering of the format purchased is not permitted.

This DVD is priced in accordance with how many people could potentially watch it. At a large university or school board the potential of hundreds to thousands of viewers dictates this price. For library and instructional use in a workshop or classroom setting at a university or school board.
